In this case, "swallowing" means that the dune keeps advancing and covering it with sand, although this will not happen all the way up to the top of the tower. The tower is probably already about 50% buried in sand. Since this is a migrating dune, it is possible that as it continues to move, the tower will eventually stand completely free again. The houses that stood around the tower are already completely covered with sand and destroyed.
